India’s petrol consumption continued its strong upward trajectory in FY2024-25, with total nationwide consumption reaching 40,004.5 thousand metric tonnes, compared to 37,219.4 thousand metric tonnes in FY2023-24 — reflecting healthy growth in mobility demand, vehicle usage, and economic activity across the country.
The latest state-wise fuel consumption data from the Petroleum Planning and Analysis Cell (PPAC) highlights how India’s major automotive and industrial states continue to dominate petrol (MS - Motor Spirit) demand, while emerging states are also witnessing steady growth driven by rising vehicle ownership and urbanization.
Uttar Pradesh Emerges as India’s Largest Petrol Consuming State
With consumption touching 4,832.8 thousand metric tonnes, Uttar Pradesh retained its position as India’s highest petrol-consuming state in FY2024-25, accounting for 12.1% of the country’s total petrol usage.
The state’s massive population base, increasing passenger vehicle penetration, and rapidly expanding highway infrastructure continue to fuel strong petrol demand.

Mumbai, Pune, Nagpur, and other urban centers continue to generate massive mobility demand, supported by:

Extensive commercial movement
Growing premium vehicle sales
Expanding suburban commuting
Gujarat and Madhya Pradesh also posted strong consumption figures, helping the West region maintain a substantial 25.5% national share.
Eastern and North-Eastern States Show Steady Momentum
While the East and North-East regions collectively account for a smaller share of India’s petrol demand, the data shows continued growth across states such as:
